The TOAR assessment program at USMRC was everything I was looking for. Captain Tom and the staff were all very skilled and knowledgeable regarding all aspects of the program. I took my TOAR with Captain Tom Rooney At Maritime TOAR Assessments and I thought the class was great. Tom is a great instructor with a wealth of knowledge. There was also a lot of information from Tom's own experience running tugboats that I found to be very useful. I have suggested Tom Rooney's class to a number of mariner's, as it can be hard to get the TOAR signed off on a working boat.
The course set up makes you feel like you are in a real vessel. The instructors makes the simulation as "real world" as it gets. The situations they put you through helps how you react. I'm glad I took this course it really helped understand my limits and how I have to work with them so when the time comes I can make betters decisions.
